CONSORTIUM EXECUTIVE DIRECTOR
UNCF Special Programs Corporation (UNCFSP), while an independent 501c3 nonprofit organization, is born from the long-standing traditions of the United Negro College Fund (UNCF). Currently, UNCFSP is looking for an Executive Director, Science, Technology, Engineering and Math (STEM) Consortium to serve as its Program Manager. This position is contingent on UNCFSP winning an upcoming award.
We provide the minority education community with the tools and mechanisms to identify, qualify, and capture opportunities in the Federal marketplace. Through these opportunities and with strategic partnerships with private industry, UNCFSP creates the teams that provide cutting-edge solutions and research to solve our nation's most pressing concerns.
The Executive Director (ED) functions as the program manager for a multimillion dollar research consortium of minority serving institutions (MSIs) of higher education (IHEs) and select private industry partners. The ED is the primary interface with the Department of Army and other Defense and federal agency customers, civilian and non-civilian. The incumbent must design, manage and monitor a consortium management and administration office with scalable capability to meet customer requirements. The responsibilities of the ED include using project management systems to manage costs, schedules and performance; ensuring effective financial management, reporting and regulatory compliance; monitoring subcontractor management processes; and creating systems for intellectual property management and commercialization of cutting edge, dual-use technologies. Additional responsibilities of the ED include the stimulation of teaming and collaboration among the Consortium members, government and select private industry partners; assisting with white papers and proposal development; creating opportunities for Consortium member communication and collaboration through regular business and technical committee meetings and collaborations; and expanding and managing the Consortium membership of minority IHEs and select private industry partners.
Required Skills: Experience and demonstrated track record of success in managing programs exceeding $20M in value. In addition to great organizational skills, candidate must have a strong knowledge of business practices, including profit/loss and federal contracting responsibility. Must be comfortable in unstructured situations; at ease with senior executives internal and external to company; demonstrated ability with technical management; very strong negotiation and interpersonal skills and ability to deal with wide ranging personalities; willingness and ability to work long hours when required.
Desired Skills: Previous experience and familiarity with Department of Defense customers. Prior contacts with officials in the Army contracting command and/or ability to navigate the contracting structure is a plus. PgMP, PMP or similar certification.
Education: MBA or equivalent advanced degree.
Experience: 10+ years of direct program management experience, 15+ years of managerial experience
