The Screening, Testing, Outreach, and Prevention (STOP) HIV Program aims to decrease the spread of HIV among college-aged African-American and other minority youth through HIV/AIDS education and outreach and the promotion of screening and testing to at-risk populations. Specific goals include: 1) promoting HIV awareness and prevention through the use of model practices and programs to increase access to and use of health information, services, and follow up, 2) developing methods and approaches to more effectively promote HIV risk reduction through the establishment of campus-community linkages, and 3) engaging students in training, experiential learning, and mentoring, to improve their cultural, linguistic and literacy competency.

The United Negro College Fund Special Programs Corporation (UNCFSP) Division of Public Health (DPH) has recently been funded by the Office of Minority Health (OMH) with the Department of Health and Human Services (HHS) to administer the HBCU Screening, Testing, Outreach, and Prevention (STOP) HIV/AIDS Program.   UNCFSP will be working in partnership with University of the District of Columbia (UDC), Virginia Union University (VUU), and Elizabeth City State University (ECSU) located in Washington, DC, Richmond, VA, and Elizabeth City, NC targeting African-American college-aged youth on HBCU campuses.  Based on the Centers for Disease Control and Prevention (CDC) funded Knowledge, Attitudes, and Behaviors (KAB) HIV/AIDS Research Study conducted by UNCFSP, HBCU efforts to combat HIV and provide services to students are loosely connected (if connected at all) to community HIV services. Many of the 25 participating HBCUs indicated that there was little to no exchange of information and/or resources between campus and community HIV services. The STOP HIV Program will establish linkages and exchanges between campus and community stakeholders through peer education programs, curricula, and training for faculty, students, health representatives, and others.
